Windows 10: insecure system?

Discus and support insecure system? in AntiVirus, Firewalls and System Security to solve the problem; I recently found that my financial info had been used and now I find that I can't be reimbursed.I felt something was up for the last year or two...     I recently found that my financial info had been used and now I find that I can't be reimbursed.I felt something was up for the last year or two because I can't get a fresh install to boot in normal mode.But the reason I'm here is i've found that my pci lock was not checked in advanced boot during all this time,I've read that it's checked by default.So anyway i went in and checked it in msconfig and instantly on reboot I had no internet nor audio.So I literally can't get audio or internet unless i uncheck this box.any assistance would be appreciated.

    Windows 10 Insecure Connection error

    I tried what was suggested in Jessen P's post, both IE and Firefox are getting the same insecure connection notices.

    Programs not working

    In post 26 there were steps listed to fix the operating system corruption.
    Are you able to follow them?
    In post 29 was the suggested dism repair command.
