How do i fix this? Stuck on the windows update page with 'Retry' being the only option

Download error - 0x80248007 2023-04 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5025239)

I just ran all of those steps including the last to install windows using the iso file.

Unfortunately I am getting the same error.

I had this issue 2023-10 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5031354) Download error - 0x80248007 and annoying as it was, when I uninstalled NORTON antivirus. It downloaded and installed without issue. After 3 days of rebuilding windows update, sfc scans, and chkdsk. and I then reinstalled Norton

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023
