Windows 10: Install Error on Update KB5032190 2023-11 Cumulative Update Win 11 23H2 for x64 Based...

Hi, I'm Brian and I really wanted to ask, during the Installation of the Latest Update of my Windows 11, it says that despite the Installation reaches 100%, the update installation still failed to install despite other Non-Cumulative Updates like the Security Intelligent Update as well as the NET. Framework Update worked well, I already tried doing an offline update install as well as doing troubleshooting, it still didn't work either despite it says "Patch Tuesday". Can you please tell me on how to fix this issue since last month I tried to install KB5031455 but it still didn't work either

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023

 

Any HEIC format support changes in 2023-11 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5032190) or KB5030509?

When copying files from my iPhone running iOS 17.1.1 to my Windows 11 Pro Surface Pro they used to be copied as JPEG files until yesterday.

The only updates that were installed on Windows yesterday are

i) "2023-11 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5032190)"

ii) Windows Configuration Update (KB5030509)

On my iPhone, all photos since 2018 show as being in HEIC format. So did Windows silently convert HEIC files to JPEG before these (KB5032190 or KB5030509) updates and has now stopped doing that?
