Windows 10: Installer crash when trying to change the installation directory

Hi, I'm running windows 10 on my laptop. The problem im encountered is whenever i try to install a program when i try to change the directory for the installation from C: which is default to any other partition D:/E:/F: the installer will crash. Same thing happen with all other program im trying to install not just one particular program. It also happen when im downloading stuff, i use a downloader program that i can change the directory for the downloaded file to be saved at and the downloader will crash before complete downloading. could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

 

Steam does not install from disk?!?!

no you're doing steps 1 and 2 wrong. steam creates the directory, you stop steam and then you install the game from the disk to that directory.

also steam must be off, not in offline mode but off, aka no steam services in the task manager when you install the game.
