Windows 10: Installing simplified Chinese language pack breaks the language bar

I have a laptop with Windows 10 Home Build 18363. It has Canadian English and US English in it, everything working fine but when I install the Simplified Chinese language pack, the language bar and input method break. They stop showing in the taskbar and the key shortcuts to change languages don't work either. I have tried every solution suggested in forums and nothing worked. I have restored windows to before I installed the language pack several times and every time I install it again the same thing happens.

Is there a solution or work around for this issue? I really need both English and Chinese on the computer to work.

Chinese Simplified Language Pack failed to install

Recently upgraded windows 10 pro to 1511 (10586.122) but when try to install Chinese Simplified language pack failed with message (Chinese Simplified Language Pack - Windows Technical Preview for x64-based Systems (KB3146014) [zh-CN_LP]) but I didn't install
WIndwos Technical Preview for x64-based systems also no problem installed Chinese Traditional language pack. any idea how to fix?

 

Chinese Simplified Language Pack failed to install

I encountered the exactly same problem as
new-inst-e2k7 did since I reinstalled my Windows (Windows 10 pro, version 10586.122 originally, and version 10586.164 after some updates now) on Mar. 8. I failed to install Chinese Simplified language pack many times yesterday
and today. I succeeded after rename the directory SoftwareDistribution
under C:\Windows to SoftwareDistribution.old, just as the above method says. By the way, both the Chinese (Simplified, China) and Chinese (Simplified, Singapore) language pack options under Time & Language > Region & Language
> Add a language > Chinese (Simplified) are not available for selecting, while those in Chinese (Traditional) are.

Chinese Simplified Language Pack failed to install

both suggestion can't fix the issue. method 1 return no error; method 2 still got same error; in event system log I got below error:

event id 20 "Installation Failure: windows failed to install the following update with error 0x80246013: Chinese Simplified Language Pack - Windows Technical Preview for x64-based Systems - (KB3146014) [zh-CN_LP].

Also, when I installing and it shows bellows:

Downloading Chinese Simplified Language Pack - Windows Technical Preview for x64-based Systems - (KB3146014) [zh-CN_LP] (update 1 of 1)... :failed.

i'm not using any technical preview version so don't why show like that!
