Windows 10: Intel i7-4510U at flat 30% use when gaming... Horrible problem! I can't play my games!!!

Every time I try to play a game, my CPU locks at 30% use after a minute or two...I have a 7 year old Dell Inspiron 5447 laptop running Windows 10 version 21H2.It has a IntelR CoreTM i7-4510U CPU @ 2.00GHz.Moreover, it has 16GB of RAM and an AMD Radeon R7 M260.Originally with Windows 8.1, but upgraded to Windows 10 long time ago.I have formatted and reinstalled Windows many times before; usually twice a year.I use this pc for everything, from doing my homework to playing games and watching YouTube videos.However, I have been noticing a weird behavior with it since I updated it last year fro
