Windows 10: Intermittent very slow upload speeds.

My Internet speeds on every other device are really fast and stable, typically 950 Mbs download and 110 Mbs upload. However on my desktop an Alienware Aurora R11, though the download speed is fine again a fairly consistent 950 Mbs my upload speed is pitiful at between 0,1 and 0.3 Mbs. I searched for pertinent threads and followed the advice in one - checking WLAN and WWAN services were running automatically and discovered that WWAN was set to manual, I reset it to automatic and restarted and bingo - on several speed tests my upload speed was restored to 100+ Mbs. I'm embarrassed I didn't think of plugging the ethernet into another computer. Anyway, the result is that the speed on a laptop with the same cable is 91 Mbps download, 39 Mbps upload.
A couple of other puzzles: One is that the download speed on my desktop was around 900 Mbps, which is insanely fast, but the upload speed was under .2 Mbps. Now, after going through several of these iterations of remedies, the upload speed is still extremely slow, but the download speed is now around 32 Mbps, which is about 4% of what it was. But to my surprise, with a download speed of around 30, I don't notice too much difference for what I do. Anyway, awaiting your next suggestion.

With regard to re-installing Windows 10, even with keep my files this seems to be way over the top, as it removes apps and drivers. I find that a bit terrifying.

Thank you for updating me with that information. I found nothing unusual on the said list.

Have you checked your other devices like phones if still getting the same download and upload speeds?

Please try to connect your computer to your phone's mobile hotspot then run a speedtest.

Please try the last suggested method in my previous response and let me know how it goes.

I am intermittently experiencing very slow download speeds. My ISP says that their records show that my slow download speeds are the result of large volumes of data being uploaded. I have tried opening task manager, and I can see on the performance tab
how many Kbps are being sent, but I can't see where they are coming from. I need help determining which apps on my computer are eating up the bandwidth with uploads. I am running windows 10 on a Toshiba Satellite C55-A. thanks!
