Windows 10: Internet Adapter not using correct link speed?

Discus and support Internet Adapter not using correct link speed? in Windows 10 Network and Sharing to solve the problem; How do I fix this? I have updated the driver and windows.     How do I fix this? I have updated the driver and windows. Thought this was a windows 11 issue so I rolled back.
