Windows 10: Internet browsing frequently stops but magically works when simply opening the Task Manager

Internet browsing very often stops working in all browsers (connection timeout) but every time I open the Task Manager (Ctrl+Shift+Escape) internet suddenly starts working again at the same time as the process list is finished rendering. There is a very clear connection, as if something is asleep and wakes up when I open the Task Manager (computer starts making more fan noise), or as if something stops running and is no longer blocking the net when I open the Task Manager.


Additionaly, (but only some times) it seems the problem is somewhat domain-focused. One webpage might load and all its links are clickable (images load a bit slow but they load), but attempting to browse other domains give a connection timeout. Then if refreshing the tab browsing the different domain for a while, this new website starts working and the old one is no longer browseable. Also websites that use CDNs frequently work, but the content coming from a different server (f.ex a comment section) does not load.

Internet speed tests give excellent results when the Task Manager has been recently opened, otherwise the internet speed tests are not available at all. I have a good internet connection and other devicecs work well on it, and my problem persists between different connections in different cities. I have the latest windows updates.


The strangest thing is that when the Task Manager is opened the problems stop and the internet works fine for a while, until I have to re-open the Task Manager to get it working again.

Same problem in safe mode.

Task manager will not open fully nor stay open it is useless

 

Open Task Manager in Windows 10


In tablet mode, long pressing the windows icon in the task bar will pop up (at release) a menu like that in step 4 above. There the Task Manager is available.

None of the above described ways to open the Task Manager seem to work in tablet mode. Does anyone know? I cannot for my life figure it out, either I'm plain stupid or MS is playing tricks on us...

Task Manager does not work

In Windows 10

Because of internet speed I stopped some background app which are responsible for slower browsing

But after when I restart my Laptop

clicking on Task Manager (Using right click on Taskbar) and it does not work now
