Windows 10: "Internet connection is unstable" popup appears without saying what program it belongs to.

Hello, several times a day a popup that looks like this:appears on my screen. It can appear in front of fullscreen apps like games as well as on the desktop.It says "Internet connection is unstable", but there doesn't seem to be anything catastrophic with my connection.This isn't a 'Windows Toast', I don't think, since it doesn't appear in the notification center. I also have never used Zoom on this machine.The issue I have is that I can't find out what program is creating this popup. If I click on it, it just goes away. I don't see any messages in the event viewer from the times this popup ap

Try the following steps:

  Click "Search" and type "Troubleshooting" without quotes and hit enter.

  Select "Internet Explorer connection"

Unstable internet Connection

For the last couple years i have had a very unstable internet connect. Goes out randomly for 20 to 30 minutes or couple hours or until i reset my cable modem(which is about 10 years old) and router. However, i have contacted my neighbors and when i dont have internet they do. I have also contacted my ISP about it when i lost it and they reported no problems in my area. Is this whole bad internet connect thing caused by my old old Cable Modem??



I was going to order THIS tonight.

 

Internet Connection Broken/Unstable

The internet keeps dropping every now and then, becomes unresponsive and then starts working again.
Long download speeds are broken and not continuous. Is it Windows 10?
