Windows 10: Internet works but apps cannot connect to it

After leaving my computer for the last week I came back and now none of my apps can connect to the internet except for google chrome. My internet is perfect, I've tried to check a ton of different things but nothing works. My guess is the security update that was installed while I was gone broke it. The issue is I can't uninstall it since windows says its "necessary". If you cannot connect to Wi-Fi or use the Mobile Data on your HTC 7 Mozart device, we suggest that you follow the steps given on
Lumia troubleshooting and repair. After each step, check to see if your issue has been fixed.

• For issues connecting to Wi-Fi networks, select Connectivity > My phone has problems connecting to Wi-Fi networks, then follow the suggested steps provided.

• And for issues connecting to the internet using a mobile data connection, select
