Windows 10: IP camera video shows in browser but can't be added in Windows 11 settings

I have an Axis M1114 ip POE camera that worked just fine with Windows 10. I have a new computer with Windows 11. I can see the video from the camera in a web browser by giving the ip address, username, and password. However, when I try to add the camera as a network camera in settings, the camera is found and I add username and password, but when I try to add it, the message is something like "can't add camera. try again."

Viewing IP Cameras

i access my cameras using the local ip address to configure settings before installing them. ie 11 was the only browser that worked as the other browsers no longer support quicktime etc. other browsers could access the image of the camera but not the settings

 

IP camera issue with wireless Access Point

well I connected the second router as you said, indeed it stayed on the same subnet, but wouldn't give ip address to the camera, not in router or in AP mode.
However, I managed to solve the problem even with 2 subnets.
On the primary router, I port forwaded port 80 to the ip address of the secondary router.
On the secondary router, I port forwaded port 80 to the ip address of the ip camera.

Now I can access the ip camera from the mobile app AND from any pc/browser externally.

IP cameras as Spambots

Pretty much all IP cameras are password protected now, since this type of thing came out years ago, and lists of open cams circulated the net.
