Windows 10: Is 4GB of RAM and an SSD enough to be able to play League of Legends and have chrome open?

I'm looking to buy a laptop and, within my price range, I found one that has an I3-8250U with 4GB of RAM and a 256GB SSD, however, I'm unsure if it could run the aforementioned programs properly. Besides that, I intend to use it for school work.

League of legends game not working after installing Windows 10

Old title: league of legends

After installing windows 10 it says league of legends launcher is incompatible, everything works fine even the patch downloads. But when I open league of legends and click launch nothing happens, please help, I haven't played league
in over a month

What do you mean when you say "Everything except the store works on League of Legends"? Are you not able to launch the game or play the game or do you get any error message/code?

Everything except the store works on League of Legends. Could you help me with this? I tried reinstalling, putting League in the exception list, configuring my firewall, using a wired connection, using a VPN, restoring data, Release/Renewing
my computers network, resincing my clock and switching to a public DNS. I don't see what I could do more. Can you help me out?
