Windows 10: Is downloading a Windows 7 ISO file LEGAL and authorized, if I have a matching product key?

I need to settle this debate...ONCE and for all. I've made YouTube videos about it, and gotten them taken down. I've argued this back and forth with MANY "IT people". I just need a simple answer. Windows 7 iso images are legally downloadable from msft.digitalrivercontent.net. As long as you have a legal key, there is nothing wrong with it.
