Windows 10: Is "*** Email address is removed for privacy ***" - the legal Microsoft email or not?

Hello! I recived an email from "*** Email address is removed for privacy ***" with title "Welcome to Designer" like I've start using this one but I've never visited Microsoft Designer. Also, as I checked, to start using Microsoft Designer I should recive and put an unique code from recived email - but I didn't receive an email for that. Am I right that this email - like a phishing and I need to block this sender?

This has taken over from my other email address and I may have sent emails to engage windows instead of my personal email address, because engage windows has suddenly appeared at the top of my address list.

Why has this list changed anyway?
