Windows 10: Is Game Bar affected by Windows updates?

A couple days ago to a week, the Game Bar was not opening or responding when trying to capture clips of gameplay, nor was it opening when trying to open the application. I have hit the Windows Key + Alt + G to save a capture, but the notification hasn't popped up on my screen. I was only able to edit the setting on the application through the Settings menu in the finder but cannot open or access the Game Bar. Could this be from a bad Windows update, or does Game Bar need to be updated?

  What other troubleshooting steps have you tried so far, aside from uninstalling and reinstalling the update?

The GUIs in Windows generally weren't working - I demonstrate it in the video. I've tried changing theme settings and looking at the registry, and fiddling with game bar settings.

on Windows 10 and check if it works.
