Windows 10: is it a free program, or will i bee heavely billed at last??

i have downloaded visual studio, and i have been told it is a complete free user interface for windows!! but it sounds to good too bee truth, and i have in the past burned my finger, suddently the bill starts too drain your bank account!! So have any off you experience with virtual studio, have tryid to ask microsoft support, they say that it is a windows approwed program for windows!But you all know that microsoft does nothing for free, every thing costs even their support!! How can i find out off the hidden costs and billings!! please help!!

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
