Windows 10: Is it normal that lots of emails from Microsoft are detected as Junk by Windows Mail?

I am missing important messages, as Microsofts own mail program they ship with windows detects mails originating from Microsoft sources as Junk. Why is that? Do I really have to whitelist manually all microsoft domains, but I won't even know, until I missed messages and look in my Junk folder. Especially if Mail is used with an official @outlook email address. is there a way to prevent this?

Junk Email Folder in Windows Mail

How do I set parameters for Junk Email in Windows Mail? I am getting a lot of wanted emails arbitrarily directed to my Junk folder and there seems to be no rationale whatsoever, because email from most of the same senders is arriving in my normal Inbox.
This is causing me to have to check both folders to be sure important emails that I want are not in the Junk folder. Why is ANYTHING directed to Junk unless I set parameters for it? Why is Windows Mail sending some emails from senders whose mail I want to
see completely randomly and arbitrarily to the Junk Email folder? If there is no acceptable answer I will simply stop using Windows Mail altogether.

I don't see those options on my Hotmail account....on the web <---- I access my email from on the web, not on my desktop. Here is a pic of my Junk mail folder....on the web...






Hotmail.com AND Outlook.com are same mail programs.....on the web....

It seems to be that you're using Outlook.com, may we recommend to check your Junk Mail Settings, refer to the steps below:

  On your inbox, click the Gear icon and select
  Options from the dropdown list.

  Under Junk Email, click
  Filters and reporting.

  Under Choose a junk e-mail filter, choose the level of protection that you want, and then click Save. If the Exclusive level was set, messages from senders not on your Contacts
  or Safe sender’s lists will have been sent to the Junk e-mail folder.
