Windows 10: Is it possible to block certain programs from seeing certain devices?

I keep getting very annoyed because roblox heavily prefers to take inputs from my controller over my mouse and keyboard, so I was wondering if there was a way to completely disable my controller but only inside roblox, as unplugging it is not an option because I always have my headphones plugged in to it.

Blocking and Allowing a Certain Program to a User in Windows 10

On windows 7 I was able to give a user access to a certain program in which I allowed them to use from a list of installed applications in my computer. Now I am having trouble finding that option , I created a account to use the family feature and from
there I was only able to block programs from a certain rating. Have they removed this feature in Windows 10 and if so for what purpose?

 

FIREWALL IS BLOCKING CERTAIN PROGRAMS

One of the most common problems when using a network firewall is that it sometimes blocks network traffic that you want to allow.

Please follow the below step to troubleshoot with the issue:

• Open the “Control Panel“.
• Select “System and Security.
• In the Windows Firewall section, select “Allow a program through Windows Firewall“.
• Unchecking the box to the left of the application name disallows it from accessing network resources, while checking it allows access.
• If the program you wish to block or unblock is not listed, you can click the “Allow another program…” button to add it. Choose the application in the list and select “Add“. If the program is not in this list, use the “Browse…”
  button to select the program file manually.

Blocking certain callers

New user to Windows phone. I recently switched from a BLU android phone to a BLU Windows Phone. On BLU android I was able to add certain callers to a "block list." I can't seem to find this option in WinPhone. Is it available? If not, can it be made available?
