Windows 10: Is it possible to download read-only copies of Word or Excel files?

I have a 6-month old desktop running Windows 11. I do not want to purchase Word or Excel. I've ran into a problem trying to download information from the Calif. Public Utilities Commission that's in an Excel format. Is there anyway to download a read-only copy or see the needed information contained in the document? I get a message trying to sign me up for annual subscription of Microsoft 365 when I try to download the file. I have Word and Excel on my old Windows 7 desktop but I don't have it connected to the internet. Thanks for any information you can provide. Janis

I cannot open any of my Office files; Word, Excel, Powerpoint

I am working in Windows 10 home version 1909.
Can not afford an upgrade.
My Office files are old, dont know what version.
Cant remember how I updated this laptop to Windows 10 months ago.
PROBLEM:
I can not open any of my Office files; Word, Excel, Powerpoint.
I looked for my Windows old file as suggested, and it IS gone.
Haveing a small breakdown, will step away and return in a few...ANY DIRECTIONS AND ANSWERS WOULD BE GREAT!!!!!! PLEASE WRITE THEM IN STEP BY STEP FORMAT. Thankyooouuuuuuuu!

 

lumia 1520 partially reading an excel file

hello, just new to the nokia lumia 1520 wp. from my pc i copied my client files containing word and excel and other types of docs to the sd card. all other files were read except for the excel files. its partially reading my excel files. what can i do
to read properly my excel files? do i need to transfer my files in the phone memory in order for it to be read wholly and properly?
