Windows 10: Is it possible to prevent apps from preventing my pc from shutting down?

I can no longer hit shut down and walk away from my pc, I have to wait and see if there's an application preventing my computer from shutting down to which I click "shut down anyway", it happens almost every time I try to shutdown or restart. It's hardly ever the same app that prevents shutdown, I have 3 computer and it happens to all of them.

Is there a way to stop these apps from preventing the shutdown?

Preventing access to modern app

Ive been tasked with preventing the children from accessing instagram. I've got it listed in my windows hosts file and internet options/security/restricted site but the windows 10 app is still allowing access. Any suggestions other then deleting app which can just be reinstalled?

PresenceSignIn is preventing your computer from shutting down

Every time I shut down my PC I get the warning that PresenceSignIn is preventing your computer from shutting down

After about 10 seconds the PC shuts down

What do I need to do to stop this message every time?
