Is it safe to delete these folders?

Hi Folks I have Windows 10 64bit and use a 2 Tb main drive which I self installed. It had all the files from a previous drive which was 1 Tb such as Windows 10, drivers, Photoshop etc etc. I have a third drive which is 500mb and used to be my main drive. All these drives have Windows folder which I understand is essential get and a Windows .old folder. I believe I am correct in saying that the latter (windows.old) can be deleted OK after upgrading to Win 10 a few months ago and have yet to do this.
Here is the problem, I have been buying new drives and self installing them copying over the Win OS and now have 3 drives, C: plus two other drives which should only hold photo images. However, the other two, older drives also have folders Windows and Windows.old. In addition they have copies of all the software I copied over to the new drive.
Am I correct in saying I have just bloated the two original drives with copies I already have on the main C: drive? My idea was to have the C: drive hold all the software such as Windows, Photoshop etc and use the two older drives just to store photographic images of which I have a large amount.
On the two older drives do I need to retain the folders Windows and windows.old or is it safe to delete them along with the duplicate copies of the data on the main C: drive.
Any help would be appreciated as I am a photographer and have limited IT skills. Thanks in advance.

    :)

Is it safe to delete these eight 0KB files?

In most cases, these are files left behind from Windows Update installs, and can be removed safely. However, they also may be important system files. I would suggest against removing them.

Is it safe to delete these eight 0KB files?

I upgraded from win 7 ultimate to win 10 pro.

On looking at the root of C:/ there are eight 0KB files with odd file names. Are these files needed or can they be safely deleted?

For anyone to even begin to comment on what sounds an extraordinarily messy scenario, you'd need to post a screenshot of your partitions.

Please download install & use Minitool partition wizard, and post a screenshot, making sure all text in columns is visible (might need to expand columns).
To post a screenshot please use the Insert Image icon above your post to the left of the video icon. Then Browse to your image, select it and upload it. E.g. png, jpg. Thanks.

    How have you done that?

Assuming you have one physical drive you can boot from successfully, please remove or disconnect all other drives.
Let's see if you have one drive with everything configured on it.
    1. Boot your PC normally. Does it boot up?
    2. Now find a Restart button, and press SHIFT + left click Restart.
Your PC will restart; navigate through the Advanced Startup screens and press option 4 when you get to a numbered list of options to get into Safe Mode.

Does your PC boot to Safe Mode?

If all of that is true, you can delete all the Windows-related partitions on the other disks.
