Windows 10: Is my MS account removed after i reset my PC?

Hello, so i reset my PC because im going to sell it.When resetting the PC i clicked on "Local Install" and "Remove all my files". After setting up the PC i gave it the name "Medion" and then created a local account. When i then looked at "My Devices" i saw a desktop with the name "Medion". I did remember giving it the name Medion when i setup the pc for personal use so that may be it but im not sure. Am i still logged in on my Microsoft account after the reset and setting up a LOCAL account? Im kind of confused here and do not want strangers on my MS account.What i already did is remove the de

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

With regard to your concern, we suggest that you change the account as a local user and add another Microsoft account. To do that, please follow the steps below.

• Go to Settings and click on Accounts.
• Under Your email and accounts, click on Sign in with the local account instead.
  
• Type in the account password.
• You may change the account name and add a password.
• Once logged off, log back in.
• Go back to Your email and accounts, click on Sign in with a Microsoft account instead.

MS account lockout. Unable to reset.

I am locked out of my MS account. All directions point to conventional reset help / support page requiring text verification code to reset. Problem is, I am in a rural locale (no cell service .. no texting) so unable to use that method. No other reset method appears to be available.

It is impossible to get help from MS so am VERY grateful to have found this support forum. Hope someone can help. (In any case) thanks (in advance) for suggestions.
