Windows 10: Is performance manager in task manager more accurate or xbox performance monitor?

This is a screenshot when i am exporting a video in premiere proIn task manager, the GPU usage is only 2%, but in xbox performance monitor, GPU usage is 97%

Hello community. I most recently got Windows 10 as an upgrade, and immediately notice some problems. Task Manager, Resource Monitor, and Performance Monitor don't "respond correctly". Any time (using ANY method) I try to open one of them I get a notification
box saying that the program didn't respond in a timely manner. Help please! Computer Specs. will be given upon request

Method 1: I suggest you to place the computer in clean boot state and check if the issue persist.

• Press Windows and X key together and select Control Panel.
  
• Click on Troubleshooting.
  
• Click on View all on the left side panel.

Performance Monitor incorrect processor time percentages

I'm monitoring a couple of processes in Performance Monitor and the processor time percentages are higher than what Task Manager reports. For example iCUE doesn't ever use 59% CPU, it averages around 1-2% in Task Manager. How do I set up Performance Monitor to display accurate processor time percentages?
