Windows 10: Is saving an upgrade in place to USB permanent?

Windows is fully broken and the auto repair won't work and can't uninstall updates.I have been advised to do an upgrade in place. I have downloaded it on my laptop appox 5GB and will move ut to a USB to put in my unworking PC. Will the 5GB file get bigger/ uncompressed and if so how big will it be? Will i be able to use the USB afterwards? Or is a permanent like an ISO.

Thank you Paul Black for your response to my query. I did just what you suggested in your response - mounted the ISO and selected and clicked on Setup. The first few steps went smoothly (I chose not to include updates at this time and waited to be presented with the list of options to save programs and files, etc. That is when I was presented with only one option - Nothing would be saved. Strange but nevertheless true.

As an initial step, I suggest you to check if you can find the favorites in on the favorite folder on the computer.

Follow the steps below:

• 
  Press Windows + R keys.
  
• 
  Key in %userprofile% and press Enter
  
• 
  Make sure you have a Favorites folder listed in the %userprofile% folder.

Microsoft weather will not allow me to permanently remove a place from the places,

Microsoft weather will not allow me to permanently remove a place from the places, which keeps popping up in the opening edge window.............Also i cannot uninstall microsoft weather. Any suggestions
