Windows 10: Is StartIsBack safe to use?

Hi to all, I'm using Windows 10 and I wanted to bring back Windows 7's style taskbar including start menu. And I found StartIsBack can bring back Win7's startmenu and taskbar style. And I searched "Is startisback safe" and the answer was "Safe". But when I downloaded, Chrome said like this: "This file can damage your computer, Do you wanna continue?". So, my question is, is it REALLY safe to use? I think the answer from internet is fake, so I'm asking a question to you guysThankyou and have or had a brilliant day!!!

StartIsBack causes Windows to flicker

So installed this program called StartIsBack, but during the install something went wrong and since then, when I join my main user account, the screen flickers from blue to desktop, back to blue then back to desktop etc. Becaue of this I cant use the PC
on this user anymore. But I can access the administrator account. I tried uninstalling it from the administrator account but I can't find the program listed there, because I only installed it on the other user. How can i uninstall the program?
