Windows 10: Is the laptop screen glitch caused by the software or the hardware?

I've been having this issue recently where my laptop screen has been glitching out. The glitch makes the screen have that interlaced or jagged effect, making the text unreadable. When zooming into a video, it causes the glitch to escalate. The taskbar flickers, the screen flickers. A black thick line also appears in the glitch as well. When I move to a new tab, the screen goes black and when I move the mouse to the top, the screen starts to have that readjustment type of effect.This issue started when I installed windows 11 and saw that the screen was splitting colours. I would like suggestions and look in local stores. I dont wanna buy a laptop from someone online. Sorry. But could be a good idea if you asked him about the performance on older games. Gonna make a list ofall laptops people suggest me.

Remove the screen for space purpose here its small desk and if the screen is opened it will hide my 22 inches lcd
