No, you do not need to be a registered Microsoft Supplier to sell OEM licences . . .

The main rule regarding selling an OEM licence, is that you can install that on a PC, but you must then sell that PC on . . .

It is only hardware suppliers that are really meant to sell OEM Licences with thier products, though you will find sellers all over the Internet, whether most of those are legitimate is a concern . . .
