Pretty much stated in the subject field

Is there software available on disk, with no internet necessary to upgrade, register, etc? We tossed out home internet and television services and dont plan on going back to support those companies. And, of course, to my surprise, my hardly used Windows 10 laptop will not play DVDs on its own. I have read threads and information on solutions, but all require internet access (I do have minimal access on my phone, but that is it). Thank you for your time.

Thank you for replying back with the status of this issue.

I would suggest you to copy the movie files from your DVD on your computer hard disk by opening the drive in the computer. You may follow the steps below -

• Insert the DVD in the CD\DVD drive.
• Open computer, click on DVD drive, and Select the files you want to copy. To select all files, press Ctrl and A keys together, to select files randomly press Ctrl and left mouse click on the file.
  
• Right click on the selected files, click on copy.
• Select the location where you want to save those files, right click and paste it.
  

Then you may insert the blank DVD and burn the disk using the Windows DVD Maker. You may refer to the below link for assistance in burning the DVD and other details -

Windows Media Player burning music Problem. When I click "start burn" with my disk in the computer, it tells me to insert a blank disk

We realize the inconvenience you are experiencing with burning music in a blank DVD. We will certainly help you.

The disk you are using ,is it a Read/ Write disk or a Normal disk (copy write CD)?

Let me inform you, if you are not using a Read/ Write CD/DVD then you will not be able to burn the music in the DVD.

Put an empty disk in the drive open my computer and double click on the CD inserted. And check for the status of the CD, if its CD/DVD-RW drive, if any files appear in explorer greyed out then delete them by clicking "Delete these temporary files".

I suggest you to follow the below steps to fix the issue.

Method 1:
If you are trying to copy the songs to CD, follow the below steps.

If the CD is copy right protected. You will not be able to copy songs to the computer if the CD is copy right protected.

Also try to clear the burn list if any old list of songs available and try to copy again and see if it helps.

Method 2: Windows media player settings troubleshooter

Also try the Windows media player settings troubleshooter and see if it helps to resolve the issue.
