Windows 10: Is there a solution for, ERROR 0xC00CE508?

everytime my laptop turns on this error appears, it’s made it impossible to download, uninstall and basically do anything.Error parsingC:\Windows\Microsoft.NET\Framework\v4.0.30319\config\machine.configParser returned error 0xC00CE508I have tried the config trick with the renaming copying, NOT fixed at all, PLEASE tell me there is a solution before I take an angry bite out of this monitor

I've been having an issue for quite some time with NET framework error on a laptop running on Windows 8.1. I log on and it pops up with an error message stating "Error parsing C:\\Windows\Microsoft.NET\Framework64\v4.0.30319\config\machine.config Parser
returned error 0xC00CE508"

Any suggestions?
