Windows 10: Is there a way to boot Windows 10 from safe mode back to normal mode through command prompt?

Hello, I have a tablet computer with Windows 10. What happened was I was trying to configure some settings in the group policy editor through my admin account but unfortunately made a mistake and was locked out due to an message that says "This operation has been cancelled due to restrictions on this computer". I've been unable to access any of my desktop apps because of this message. While I was trying to solve this problem, I decided to boot up Windows 10 in safe mode through the command prompt so that I make changes to the group policy editor in safe mode. What I didn't count on was the

I am repairing a laptop for a friend and I need to access windows in safe mode and the owner has forgotten the password to the main user. I tried logging on with the administrator profile in safe mode but it is not showing up so I was going to use command prompt in safe mode with command prompt but command prompt will not open when I boot that option. Does anyone have any hints for me to figure this out?

Would I just follow the same steps within safe mode after hooking up to the other system?

 

Windows fails to boot, into safe mode or normal mode

In MSconfig I set windows to boot into safe mode, now it will not boot at all. Previously it booted into normal mode.

I used a Windows recovery disc from which the only option that works is the command prompt. From the cmd prompt I can see all of C: drive and also run regedit.

Is there anyway from the cmd prompt to reset Boot from safe mode back to normal mode?
