Windows 10: is there a way to move the main window if a sub window appeared?

Discus and support is there a way to move the main window if a sub window appeared? in Windows 10 Ask Insider to solve the problem; like if i drag and drop from a program to another i cant move the window out of the way. same with those windows like clicking driver properties in a...     like if i drag and drop from a program to another i cant move the window out of the way. same with those windows like clicking driver properties in a driver window

    laptop DVD drive not appearing on windows?

    Well my cousin is coming down soon with his laptop to get his DVD drive fixed because on my computers his DVD drive isn't appeared on the list,he can eject his DVD drive but it doesn't appear on windows..anyone know how to fix this?? would entering bios help?? would i be able to format it?
