Windows 10: Is there a way to set keystokes for characters that dont have one assigned?

I am surprised to find that on the character map, superscript numbers 4-9 do not have keystrokes associated with them, and I am wondering if there is an option to create one. Does anyone know the short cuts for those numbers? Everywhere I have looked the Alt+ numbers I have been given create different symbols. This seems like something very important and yet its 2024 and Microsoft hasnt done it yet? Wild.

I would love to have a CHARACTER MAP pinned to my windowa 10 taskbar. If anybody knows a way to do this please list every step so that any neophyte can understand the process.
