Windows 10: Is there a Windows 10 log someplace showing what program just opened and closed?

I know you can see a list of active programs under the Task Manager/Processes tab. But I never get a chance to see what program it is that is causing my issue. While playing games on occasion I have a program that causes my game to minimize dropping me to desktop. I can see the icon on the task bar for a second or two but I don't recognize it. I've been trying to pinpoint which program it is but it opens and closes so fast I never get a chance. I was thinking there has to be something logging what is running with a date and time stamp. So my question is how can I figure out what program it

Logging out ! Not closing programs or windows open

I notice in windows 10 i f you have say you email open and maybe a program and browser window open and then you LOG OFF or restart, and then log back in your programs or widows you left open are still there . How can I make them all close down? Restarting does not do that anymore like in windows 7.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
