Windows 10: Is there an option for fixed volume on Windows 10?

I don’t mean like, fix issues with volume. I mean like, to have the volume so it’s non-variable (Not adjustable) so that the volume is controlled by an external source rather than changing it digitally on the computer.

• Expand the Sound, Video and game controllers.
• Right-click on the Sound card and click on Uninstall.
