I have Windows 10/11 Professional, Can I upgrade the licenses to Enterprise Licenses, What is the Process and Commercials.

Enterprise license Upgrade with Retail license

Hi i have a client who using enterprise license for windows 7 Pro and office 2010 Pro on 100 machines, now they would like to upgrade with using retail license windows 10 Pro and office 2016 or 2019 Pro,

kindly advise is that possible to surrender all enterprise license on same time and upgrade with retail license.

Activation problem upgrading windows 10 to PRO using older "Windows 2000 Professional" license

I understand that the first step of upgrading windows 10 to PRO version using some older licenses to activate the product if they are allowed. I located a file (Windows10-QOS%20(1)) that indicated that the upgrade using "Windows 2000 Professional" license
is allowed. I am having difficulty activating using that license. When I run ACTIVATE/Change product key, I get error 0x80041023. Any help would be appreciated.
