Windows 10: Is there any way to make touch keyboard's handwriting only recognize one Chinese...

Hello, I tried to handwrite a Chinese character but the touch keyboard keep thinking I write multiple characters. It is hard to write even the most common use word e.g . Is there any way to force the touch keyboard to only recognize one character at a time?

Chinese Traditional no handwriting

1. I tried all the language setup, even downloaded language pack. I just don't see a handwriting option for any Chinese language, traditional or simplified. Another laptop in my office has the same update (1709) but has all the handwriting options. I
have done all the followings:

region/language, add Chinese Taiwan, add a keyboard, do not see handwriting download under Language option. i tried HK, China, Singapore, none of them has the handwriting option.

2. A secondary issue is, under bopomofo keyboard, the osk is not responsive. Touch or click on any of the characters does not generate suggested Chinese letters.

 

Cannot Stop Touch Keyboard and Handwriting Panel Service

Touch keyboard pops up at login

If the above steps didn't work, we suggest that you disable the Touch Keyboard and Handwriting Panel Service. Please follow these steps:

• Click on Start.
• Type Services, and then press Enter.
• On the right pane, look for Touch Keyboard and Handwriting Panel Service. Double-click on it.
• Locate the Startup Type drop down, and change it to Disabled.
• Click on Apply button to save changes.
• Click on OK button to close the Touch Keyboard and Handwriting Panel Service
  window.
