Windows 10: Is there anyway to repair system files without internet?

I found out that my PC Windows 10 has corrupted files, I don't know how but I do need it fixed.The corrupted files stop me from even wiping/resetting the entire PC, so I'm out of ideas.I've tried sfc scannow, but it doesn't help, I can't use the DISM command without internet really, and i've tried to mess around in advanced start-up, but I got nothing.I do have a USB drive and another PC Windows 11 at another place but I wanna try and see if there's any other method that works before the only option is to go and copy over some files with the other PC.

Corrupted file RAR

If the archive has been created using WinRAR, why don't you try WinRAR itself? It has a built-in repair feature for repairing corrupted archive (ZIP as well as RAR). Follow the steps given below:

• Open WinRAR application in your system.
• Now click on File tab > Open or simply press Ctrl+O.
• A small window "Find Archive" will pop up. Locate the corrupt RAR archive from your system directory and select it.
• Now click Open button.
• Click Tools tab > Repair archive or simply press Alt+R.
• Again a small window "Repairing File name.rar" will pop up.
• Now click Browse to select a location to save the repaired archive.
• Check the box "Treat the corrupt archive as RAR" and click OK.
• WinRAR will start repairing of corrupt RAR archive. Once it gets completed click Close.

I hope the above steps will help you repair the corrupted RAR archive.

Are you able to follow them?
In post 29 was the suggested dism repair command.

Step 1: I suggest you to run the SFC scan as System File Checker utility in Windows allows users to scan for corruptions in Windows system files and restore corrupted files. If a
Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected.
