Windows 10: Is there anyway to talk to an actual person connected to Microsoft

Why is it so hard to talk to a real person on this site. I updated my windows 10 on my laptop last night and apon the restart it said my pin no longer worked, and to sign into my account. My account is one of my parents that from 7 years ago. He had since forgotten the password, and so i changed it for him, he is aware of this. Since he doesnt use this account anymore. Apon going to sign in with the new password, the account told me to send a code to two numbers. This account secruity information hasnt been updated in 7 years and obviously, we dont have these numbers anymore, so i changed it t

How to talk to an actual person ?

The support sends you to a chatbot , which sends me to what I assume is the techhelpdesk from india(?). They couldn't help me, the connection was horrible, he didn't speak clearly and was quite agitated when I asked if he could repeat a sentence. I just want
to talk/chat to a person that can help me with my original query:

How to change your user name in your laptop ?

I got a new laptop and set up everything nicely, but for some weird reason the first 5 digits of my phone number were used as my user name. I want to actually use my user name. I've tried to change it in control panel (a solution on the web) (Control Panel\User
Accounts\User Accounts) but the option "change name" was not present (maybe because I'm the administrator of the laptop?).

Could anyone help me with either of these questions?

Is there any way for me to talk to a real tech support person?

I had a OneDrive incident and all my files are gone and I need help getting them back. I have been through all the articles via the help bot and they do not address my problem. I just need actual help. Please Microsoft, please let me talk to a real person.
