Windows 10: Is this a scam?

I got a phone call from an Indian gentleman who said he worked for Microsoft, and my microsoft permissions were expired on my computer due to downloading dangerous software. I have been having incidents of having to re-log in to various websites for no reason, so I thought it might be authentic. I called them back. They tried to get me to log in at 31url.com, but the McAfee Advisor popped up and said it was a dangerous website. When I balked at going to that site they hung up on me. Was this a scam, or do I need to do something for my computer, as they showed me many of my microsoft utilities are turned off.
