Yes, there will be photo storage changes coming up related to OneDrive on 10/16/23, so the email content can be legit. But since I cannot see the actual email or the email address (being censored on the platform) here, I can't tell for sure. I will suggest that you avoid cliking on the link just to be on the safe side. If you must click on the link, you can hover your mouse over it before you click it, and see if the link is a legit Microsoft domain.

Scam! You just have to look at the address of the sender

to see that this didn't come from anyone at Microsoft.
