Is this normal for Fast Startup?

Hi all. I hope my English is well understood. I'm using google translator.
I've been reading this thread, and I would expose you what happens to me, and to know if this is normal.
    My computer is as follows:
    Asus Sabertooth Z97 Mark 1 (Bios 2702 - Last)
    I7-4790K
    32 GB of Ram. G.Skill DDR3 2400.
    Titan X - GTX 680.
    Sound Blaster ZXR.
    Samsung 850 EVO 2 500 GB in Raid 0 (Windows 10 Pro x64)
    Corsair AX1500i.
    Others.
The point is that the "Fast Boot" in principle works for me. But under certain circumstances fails, which are:
    - A bad off, either because it locks and have to reboot with the button.
    - To enter the Bios.
    - That disconnect electricity after shutdown (this what I read should not happen).

It would be normal that fail in the next start, but once again shut down properly working again.
But this does not happen, although I fix as follows:
    - Deactivate "Fast Boot" and turn off the computer.
    - Then I turn it on, and then turn it off again.
    - In the below on longer works.

With "Fast Boot", it takes about 7 seconds to reach the desktop after the BIOS POST.
No "Fast Boot", takes about 40 seconds (with Windows 7 took about 18).

The errors that appear in the "Event Viewer" after failing the "Fast Boot" are:

Is this the normal path for MsMpEng.exe?

Please help me validate the normal path for MsMpEng.exe?

is it usual to see MsMpEng.exe in this path C:\ProgramData\Microsoft\Windows Defender\Platform\4.12.17007.17123-0\MsMpEng.exe?

I know that MsMpEng.exe is a legitimate exe under Windows Defender but in order to exclude this from certain rules I'm trying to create I need to know the usual and normal path that this exe is located.

Is this normal for Fast Startup?

From what I understood reading the thread, supposedly if I disconnect the electric current, the "Fast Boot" function properly afterwards.
However, to my left me working.
For me run again after the "Fast Boot" I have to do the following:
    1. Disable "Fast Boot" on and off.
    2. Turn on, and activate "Fast Boot".
    3 Back to shut down.

On the next start working again.
