Windows 10: Issue Changing Admin Name in Windows 10

I am trying to change my Admin name from a deleted Outlook email account that was hacked, to my new email account. MS no longer recognizes the deleted account and I cannot access "Local User and Group" settings to change the Amin name. Any suggestions on how to change the Admin name bypassing these two routes in Windows 10?

Are both the accounts are admin account?

I would suggest you to go through the below steps:

Steps: To determine the user account type:

• 
  Login to any account.
  
• 
  Press Windows key+X.
  
• 
  Click on Control Panel.
  
• 
  Click on User accounts.
  
• 
  Your user account will show and below that it will show your local account or admin account.
  
• 
  Once you know about the account type.
  
• 
  You can go to user account and change the name.
  
• 
  Press Windows key+R.
  
• 
  Type netplwiz and press enter.
  
• 
  Select the account and click on properties.
  
• 
  Change the user name and click on apply and then ok and one more time click on ok on the main screen.
  
• 
  Reboot the computer and check if it helps

We appreciate you getting back to us. To change the cmd name, we suggest that you follow this steps:

• Open a Command Prompt (Adimin) window: Win+X, A, Alt+Y
• Then run the following command to change your computer name to Donner: WMIC ComputerSystem where Name=COMPUTER-NAME call Rename Name=NewName
• Reboot your PC.
• Try to run ipconfig / all command, you should find that the Host Name in Windows IP Configuration list has been changed to the new name.
