Windows 10: Issue Linking Phone to Phone Link App in Windows. 0x80190001 Error. Account signing in issue.

Trying to link my Samsung S23 Ultra Phone to my Windows PC and the QR code is not presenting itself. Before it does so, I am asked which account I want to use to sign in. I choose my Microsoft account and press continue and get the message below with error 0x80190001. I have previously paired another phone. Samsung S21 Ultra and had no issues. I have removed that original phone from the app. Anyone any ideas how I might resolve this. No QR code appears on the screen.

Your Phone App - Link to Windows not working

Has anyone found the secret to getting the Your Phone - Link to Windows App working correctly?
Looking at the number of posts in other forums saying they have problems there is clearly a major issue with this App. It's a pity because it used to work quite well before recent Windows updates.
Basically my phone (Samsung A515) will connect to Your Phone on my PC and I can see the headers of Notifications on my PC. If I try to read Messages or access Photos or open Desktop Apps it says I need permissions and asks me to click on a link to send a permission request to my phone. It never arrives. I don't see any permission request. Also it doesn't say what permissions are missing nor how to enable them.
The response from MS is always to ensure that your phone and PC Apps are at the latest version (they are). I suspect there is a major bug in this App, yet others seem to suggest that it does work. Hopelessly confused.

Sign in to Manage how you sign in to Microsoft with your Microsoft account. If you’re having issues signing in to your Microsoft account, go to Microsoft account help.

Then enter the AOL details
they will send a verification email to your nominated security check - email address or whatever you set up as a security check
When you have passed that proceed and choose as shown on the microsoft link
If you want to use an existing email address or phone number, go to step 6.
Under Sign-in preferences, select Change sign-in preferences.
