    Hello,I have a problem with my PC and after digging through the internet over the last few months with no positive results to try and fix this problem. Randomly, all USB devices plugged into my PC will completely shut off and turn back on usually about 5-15 seconds before they're back up. Looking at my event viewer, it's always the same couple of Event ID's. I get event ID: 10016 for "The application-specific permission settings do not grant Local Activation permission for the COM Server application" and event ID: 18 for "Windows cannot store Bluetooth authentication codes link keys on the

    Hi Madison,

    Thank you for writing to Microsoft Community forum.

    This occurs because of a race condition in the USB driver when the operating system concurrently processes a request to resume from selective suspend and a request to disable wake on device connect. When the issue occurs,
    an unexpected USB bus reset is sent to the USB device driver. This causes the device to be removed. During this time, the USB device may disappear.

    I recommend you to check your USB host controller drivers and make sure you’ve the latest ones installed manually from Dell’s official website.

    If you have the latest drivers installed, open Event Viewer and let us know what the logs say at the time of USB failures.

    To launch Event Viewer, search ‘Event Viewer’ from the Start menu and click the result.

    Meanwhile, I suggest you to check the methods listed below and see if it works for you.

    Method 1

    Uninstall the USB Hubs:

    • Right click the Windows icon on the taskbar and choose ‘Device Manager.
    • Expand ‘Universal Serial Bus Controllers tree’ and uninstall all the instances of ‘Generic USB Hub’ and ‘USB Root Hub.
    • Restart the PC for Windows to automatically install the drivers.

    Method 2

    Disable USB Selective Suspend Setting:

    • Right click the Windows icon on the taskbar and choose
      ‘Power Options’. Click ‘Change Plan Setting’ on your current plan.
    • Choose ‘Change Advanced Power Setting’ on the chosen plan.
    • Disable ‘USB Selective Suspend Setting’ under
      ‘USB Settings’.

    the troubleshooting steps you’ve missed out on.

    Note:

    • Modifying BIOS/ complementary metal oxide semiconductor (CMOS) settings incorrectly can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems
      resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk.
    • While performing these steps there might be a risk of data loss. You may take a backup of the data before performing the steps.

    I suggest you to follow the methods below and check if it helps.

    Method 1: Windows has a built-in troubleshooter to check and fix issues with Hardware and Devices. I would suggest you to run this troubleshooter to check if the issue
    is with your Devices.

    Refer these steps:


    • Press Windows key +X, select Control panel.

    • Change the view by option on the top right to Large icons.

    • Click on troubleshooting and click on the view all option on the left panel.

    • Run the Hardware and Devices.
    If the issue persist I suggest you to follow method 2.

    Method 2: I suggest you to updating the latest USB devices from the manufacturer's website and check if the issue persists.

    Follow the steps to update the USB drivers:

    a. Press Windows key + X key and click Device Manager.

    b. Expand the USB driver.

    c. Right-click on the USB and click on Update driver software.

    d. Restart the computer and check.

    Follow these steps to run the troubleshooter:
