Windows 10: Issue with Windows Store 0x800704cf

I have had this issue for years. I have searched this community and nothing that has been posted ever corrects the error message. I can resolve it temporarily is if I reset the Store cache manually. I have to go the following Registry path:HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Appx\AppxAllUserStore


I delete the subkey which has the SID value in its name. After I reboot, the store will connect to the internet until I shut the computer down. Once I reboot again I will get the following error message below. I've gotten this error message for years. Other people have been posting about this error message for years. Are you ever going to fix this this error with Store?

As per the error message, your internet connection might have something to do with the error code 0x800704cf. The anti-virus on your computer can also be the culprit here. However, let us not assume anything yet until we isolated your concern. We suggest
that you download and run the Windows Store App Troubleshooter. Once done, check if the issue persists.
You can also check if the Store works in another user account. If the issue
still persists, we suggest to reset the Microsoft Store. Here are the steps on how to do so:

• Press the Windows key + R on your keyboard, the type in wsreset.exe.
• Hit Enter to proceed.

You may reset the Store a couple of times before checking if the issue persists.

This issue may have occurred due to software conflict. We suggest that you reset the Windows Store. Kindly follow the steps below:

• Press Windows key + R from the Desktop and click on
  Enter.
• Type wsreset.exe and click on OK.
