Windows 10: Issue with xbox one game purchase. Contents and filters issue.

My son is trying to buy hogwarts legacy on his xbox one he has over £70 on his account but he cannot seem to buy it because of content and filter restrictions. I have tried to remove all of these but the system is still not letting him purchase this. What needs to be done so he can purchase this using the money on his account?

• Turn off your Xbox One console.
• Remove all the cables on it and let it rest for 3 minutes.
• Reconnect all the cables and turn on the console again.
