Windows 10: Issues trying to open a file

So, I had a file that had a lock on it on my desktop. I moved the folder to a flash drive but forgot to remove the lock. I went ahead and imaged wiped my PC for a fresh start. Now, I can no longer access the file and get the error, " You do not have permission to open this file. See the owner of the file or an administrator to obtain permission." I've been researching this issue for quite a few months and haven't had any luck. I'm the owner of the file. Any help would be appreciated. Thank you!I can't move the file off the flashdrive or copy it off the flashdrive. I did somehow make a copy

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?

1. Since when are you facing this issue?
2. Have you made any changes on your computer, prior to this issue?

To fix issues with Word documents opening slowly, I suggest you to attach a different template to the document and check if that helps. Follow the below steps to attach a templates.

Steps:-

1. Open Word application.
2. Click on File and select Options.
3. Select Add-Ins from the list.
4. Under Manage Select Templates and click on
   Go.
5. In the pop up, type Normal in the Document template.
6. Click on Ok.

To fix issues with Adobe files opening slowly follow the below troubleshooting steps and check if that helps.

Steps:-

1. Open Adobe application.
2. Click on Edit.
3. Select Preferences option.
4. Tap on General.
5. Uncheck Enable protected mode at startup.

Error- HTTP/1.1 200 OK on Edge and other browers goes blank when try to open particular websites

To understand the issue better, I suggest you to answer the below questions.

• Since from when are you facing this issue?
• What happens when you try to access the same websites in other PC?

I would suggest you to follow the below steps and check if it help you.

• Open the Microsoft Edge browser. Open a website.
• Click on '. . .' select Open with Internet Explorer
  and check if the issue persists.

If the issue doesn't resolve, try the below steps.

• Press Start, type Internet Explorer and
  select it.
• Press Ctrl + Shift + P, it opens Internet Explorer as
  InPrivate mode. Try to access the website and check if the issue still persists.
