Windows 10: Issues with Programs Lagging my Computer to an Unusable State

I have a particular issue with 3 programs on my computer after opening them. Asus GPU Tweak 3 causes major lag and makes my computer unusable until it has decided that it has fully started. MSI Afterburner does the same thing. The third program I have a problem with is Sea of Thieves. After about 10 minutes of having the game open, my computer lags and becomes unusable for about 1 minute until it returns to normal. I have no idea what's causing these issues. I have tried everything from bios updates to driver reinstallations. My Specs: AMD Ryzen 9 7950x3d, Asus Crosshair X670E Extreme, Gskill

did some tweaking to speed up lagging pc. and was wondering -within the services list, could I disable "fax" since I never use it. and wondering what would happen if disable geolocation too
