Windows 10: Issues with the latest Windows 11 cumulative update KB5014019. 0x800f081f

I have been trying to install the latest cumulative update for Windows 11 recently, however it always ends up with an error code 0x800f081f.I've tried restarting Windows Update components, system file checker and windows image repair, offline install from Windows Update Catalog and everything else that I could find on the internet but nothing has helped so far. Does anyone here know any possible solutions to this? KB4048955 - Error 0x800f081f

Routine update to Windows 10. Except for:

2017-11 Cumulative Update for Windows 10 Version 1709 for amd64-based Systems (KB4048955) - Error 0x800f081f

First, I'm running an Intel i7 system so why would it need an "amd64-based system" update? Second, someone suggested turning off Norton AV so I did. Didn't make any difference.

How do I get rid of this error message?
